Rate Reduction Program for Basic Livelihood Security Recipients
Eligible Customers
- Recipients of livelihood benefits or medical benefits under the National Basic Living Security Act (Article 2, Paragraph 2 of the National Basic Living Security Act)
Reduction Details
- Fees waived for up to a maximum of 10㎥ per household per month for residential use
- KRW 13,390 per month (KRW 6,900 for water supply, KRW 4,900 for sewerage, and KRW 1,590 for water usage fee / as of March 2024)
- For actual or average household usage of less than 10㎥, the rate may be reduced to the actual or average household usage.
How to Apply
- Individuals must apply in person at the local Administrative Welfare Center or by phone, presenting a beneficiary certificate issued under the National Basic Living Security Act.
- Please be sure to report any changes, including moving out, termination of eligibility, or entering a facility, to the relevant business office during the month

Rate Reduction for Household Split Applications
Reduction Details
- For a single water meter serving both residential and non-residential needs, applications can be made at your local administrative welfare center for rate reductions for a household split.
Eligibility
- Actually residing households that have completed resident registration, using a single water meter for both residential and non-residential purposes.
How to Apply
- Apply in person at the local Administrative Welfare Center with your water bill and identification.
Rate Reductions due to Indoor Water Leaks
Reduction Details
- Water leaks occurring between the meter and the residence is considered as water used by the household. (However, this excludes cases where leaks are difficult to detect due to meter malfunction not caused by the customer's intent or negligence)
- For water leaks occurring underground or within the walls of the relevant household, you are eligible to receive a 50 percent reduction on fees attributed to such a leak, if you submit an application with photos of the repair work and a contractor's confirmation within 90 days of receiving the billing statement for the month the leak occurred. (The eligible period when the reduction can apply is within two months for monthly meter readings, or four months for bimonthly meter readings.)

Important Notice
- “Water leak” refers to water leakage occurring underground or within walls, not due to the user's intent or negligence, but rather due to aging pipes or other factors.
- Applications for rate reductions due to water leak must be submitted within 90 days of receiving the billing statement, accompanied by documentation confirming the leak and completion of repair work.
- The reduction period cannot exceed two months for monthly meter readings or four months for bimonthly meter readings
- If you suspect an indoor water leak due to unusually high water bills, you can apply for a leak detection service, and we will determine if a leak exists and its location.
Various Rate Reduction Programs
Rate Reduction for Automatic Transfer (Account)
- If you enroll in automatic bank transfer for water bills, you are eligible to receive a 1 percent discount (up to KRW 5,000 each) on the water supply and water usage charges for that billing period.
- Discounts may not apply for partial payments or payments that are not in full by the due date.
Discount for Electronic Billing (Email or KakaoTalk)
- If you apply for electronic billing (email or KakaoTalk) instead of a paper bill for the current month's water charges, you can receive a discount of KRW 200 per bill.
- If you apply for electronic billing, a paper bill (for the current month) will not be issued. If you apply for the service by around the 10th of each month (the billing adjustment date), you will receive a billing statement for the current month around the 14th.
